The Champions Trophy 2025 will not have any Indian umpires or match referees. Javagal Srinath, a senior ICC match referee, and Nitin Menon, an elite panel umpire, have mutually agreed with the ICC to skip officiating duties in Pakistan.
Since all of India's matches, including potential semi-final and final games, will be played in Dubai, the need for neutral umpires in those games automatically excludes Indian officials from the tournament.
This decision follows a hybrid model where India will play at a neutral venue instead of Pakistan, and the same rule will apply to Pakistan in future ICC events hosted by India.
The tournament will feature 12 umpires, including Richard Illingworth, Richard Kettleborough, Michael Gough, Paul Reiffel, Chris Gaffaney, and Kumar Dharmasena. Pakistan’s Ahsan Raza is the only umpire from the host nation. The match referees for the event will be David Boon, Ranjan Madugalle, and Andrew Pycroft.
Sean Easey, ICC's senior manager for umpires and referees, stated that the chosen officials are well-qualified and capable of ensuring fair play throughout the tournament in both Pakistan and the UAE.
